Russia is eastern Europe’s largest multichannel and broadband market, with 22.2 million pay TV households (44% penetration) and 19.4 million broadband households (36.7% penetration) at year-end 2011. From these low penetration levels our models indicate broadband households will grow faster than pay TV households, signaling an opportunity for over-the-top (OTT) services to gain ground.
Romania’s OTT market remains relatively underdeveloped, although consumer appetite for pay video is clear given the market’s 78.3% multichannel penetration rate, second only to Poland (89.7%) in the region. Strong pay TV adoption has been driven by affordable multichannel price points and continued competition among cable, IPTV and multiple DTH operators. Romania’s broadband adoption lagged regional peers at 41.6% in 2011, which, combined with a low-cost and highly saturated pay TV sector, indicates OTT players will be targeting a limited mass market subset. Our models indicate broadband subscriptions will grow at a 3.1% 2011-2020 CAGR, opening opportunities for OTT in the medium term, particularly as the market’s competitive pay TV operators look to multiscreen TV Everywhere systems for competitive differentiation.

In cooperation with CTAM Europe – the largest strategy and benchmarking study on European cable operators. With 14 participating companies from 11 different countries, the 2011/12 edition provides a wealth of references, benchmarks, business ideas and market opportunities.
The key findings show an optimistic and strong industry:
- European cable operators continue their growth path: They expect an average revenue growth of over five per cent p.a. until 2014
- Cable remains a highly profitable business, with EBITDA margins expected to grow slightly from the current 46% to 48% of revenues in 2014
- Broadband services continue to be the strongest growth driver. On top of this, mobile and B2B are large opportunities
However, cable operators also face new challenges:
- For the first time, operators expect basic TV penetration to decrease slightly – an effect cable companies plan to compensate by increasingly successful next-generation-TV
- Competition from IPTV and fiber offers is forecasted to intensify. Operators expect the majority of own churners to move to these players
- OTT is to gain in importance. As a reaction, cable operators plan to integrate OTT offers into their own next-generation TV products or even to launch their own OTT services
